Hudali Mukti won a Doctoral Degree in Legal Studies with a Dissertation Studying the Authority of Coal Mining Permits in Regional Development

Denpasar – Hudali Mukti is a lecturer from the Widya Gama Mahakam University Samarinda and won his Doctorate (S3) in the Doctoral Study Program in Law Faculty of Law, Udayana University through the Open Examination April 22, 2022 in the Hall of the Faculty of Law, Udayana University which was held in a hybrid (offline and online) manner. His dissertation is entitled “Reconstruction of Integrated Coal Mining Permit Authority Arrangements in Realizing Sustainable Regional Development.”

The Doctoral Promotion Open Examination which lasted for 3 hours was led directly by the Deputy Dean for Academic Affairs and Planning at the Faculty of Law, Udayana University, Dr. Pushed Putu Dewi Kasih, SH., M.Hum, and Prof. Dr. I Wayan Parsa, SH, M.Hum as the Promoter, Dr. Marwanto, SH, M. Hum as Copromotor 1, Dr. I Gusti Ayu Putri Kartika, SH, MH as Co-promoter II, and was tested by 4 other examiners/debaters.

In his dissertation, he revealed that first, the nature of the regulation of authority for coal mining permits is integrated to realize the greatest prosperity of the people related to indigenous peoples around coal mining areas with the principles of benefit, justice and legal certainty in realizing sustainable regional development (Sustainable Development). Second, the regulation of coal mining permit authority in realizing sustainable regional development is still centralized which is no longer in accordance with the current and future developments, coupled with the influence of globalization which encourages democratization of regional autonomy, human rights, development of technology and information as well as the environment. it is necessary to regulate the authority of coal mining permits whose utilization is based on justice, welfare and prosperity of the people as regulated in Article 18 paragraphs (1), (2), (5), Article 18 A, and Article 18 B of the 1945 Republic of Indonesia Law. Third, Reconstruction Integrated coal mining permit authority in realizing sustainable regional development is carried out by rearranging the coal mining permit system in an integrated manner between the Central Government, Provincial Government and Regency / City Government (IT FH Unud Team)
