"Legal Protection Against Commitment-Making Officials in Procurement of Government Goods/Services" is the title of I Dewa Agung Gede Manu's Dissertation which was presented at the Doctoral Promotion Examination July 18, 2022 at the FH Unud Hall. The exam was led by the Dean of the Faculty of Law UNUD with the Promoter Team: Prof. Dr. Made Subawa, SH., MS, Dr. Putu Gede Arya Sumerta Yasa, SH., M. Hum, Dr. Putu Dewi Kasih, SH., M.Hum insisted and 4 other examiners. The results of the research show that the responsibility of the Commitment Making Officer (PPK) gives birth to State Administrative Liability (TUN), civil liability and criminal liability if they have acted unlawfully and abuse of authority and state financial losses occur. I Dewa Agung Gede Manu, who works as an ASN in the Bali Provincial Government, really hopes that in the future the requirement to have a competency certificate for employees who serve as PPK or KPA who doubles as PPK in procurement using APBD as well as reconstructing laws and regulations related to finance state by calling it public finance as long as it is for the fulfillment of public needs.
