National Seminar on “Agrarian Reform: The Controversy over Land Ownership Certificates in Bali's Mangrove Areas Between Legal Certainty and Environmental Protection”

Denpasar, FLUNUD.ac.id – A National Seminar on the topic of “Agrarian Reform: The Controversy of Land Ownership Certificates in Bali's Mangrove Areas Between Legal Certainty and Environmental Protection” was held on Friday (31/10/2025) at the FH Unud Hall, Denpasar Campus. This event was organized in collaboration with the Bali branch of the Indonesian Advocates Congress Legal Aid and Advocacy Institute (LBH APB KAI), the Institute of Justice Law Firm, and the FH Unud IKAYANA Commissariat.

The seminar, which was attended by lecturers, students, and practitioners (lawyers), was opened by the Dean of the Faculty of Law, University of Udayana, and featured several speakers: Prof. Dr. Putu Gede Arya Sumerta Yasa, S.H., M.Hum. (Dean of the Faculty of Law, Udayana University); Dr. I Made Herman Susanto, S.ST., M.H. (Head of the Bali Provincial BPN Arrangement and Empowerment Division); Dr. I Made Hendra Kusuma, S.H., Sp.N., (Notary/PPAT); Dharma Santana Putra, S.H. (Master's Student in Notary); Dr. Agus Samijaya, S.H., M.H. (KAI Advocate); Marcellino Ananta Surya Timur, S.H. (Master's Student in Law) and moderated by Dr. Lukas Banu, S.H., M.H.

This seminar aims to find legal solutions to overlapping ownership and conservation functions in mangrove areas. The speakers offer perspectives on positive law, local wisdom, and notarial practices to review the legality of Land Ownership Certificates (SHM) that may have been issued for conservation land.
