Public Lecture by the Coordinating Minister for Law, Human Rights, Immigration, and Correctional Affairs (Prof. Dr. Yuzril Ihza Mahendra, SH., M.Sc.) on the Theme “The Organization of General Elections and Their Regulations from the Perspective of a
Denpasar – The public lecture was held on Tuesday (April 14, 2026) at the Kerthasabha Convention Hall, Faculty of Law, Udayana University.
On this occasion, the Dean of the Faculty of Law, Udayana University (Prof. Dr. Putu Gede Arya Sumerta Yasa, SH., M.Hum) delivered his remarks, stating that through this public lecture, an understanding of the legal and political aspects of state policy regarding the organization of general elections could be achieved. He also expressed his hope that this event would serve as a foundation for establishing a strategic partnership between the Faculty of Law, Udayana University, and the Coordinating Ministry of Law, Human Rights, and IMIPAS, solely to enhance the quality of the Tri Dharma of Higher Education. Subsequently, the Rector of Udayana University (Prof. Ir. I Ketut Sudarsana, S.T., Ph.D.) also delivered remarks, beginning with high praise for the Faculty of Law, Udayana University, for successfully organizing this public lecture, He also emphasized the need for a shared understanding that general elections are a cornerstone of the democratic system, and that quality democracy is determined not only by the electoral process itself but also by the quality of regulations, law enforcement, and the integrity of all actors involved. He further stated that from the perspective of a democratic rule-of-law state, elections must be conducted fairly, transparently, and accountably.
This public lecture was officially opened by the Coordinating Minister for Law, Human Rights, and IMIPAS (Prof. Dr. Yuzril Ihza Mahendra, SH., M.Sc) and followed by a highly engaging presentation by him, moderated by Dr. Jimmy Z Usfunan, SH., MH. Several issues were discussed regarding the analysis of elections, from historical, constitutional, and democratic values perspectives. The Coordinating Minister also noted that election challenges often stem from procedural policies perceived as failing to address the substance of democracy, digital disinformation affecting societal stability, and declining public trust in election results. Therefore, electoral system reform must be promoted, prioritizing popular sovereignty, public participation, digital adaptation, human rights protection, and legal certainty.
This event was also attended by representatives from the Bali Provincial Government, the Bali Regional Police, the Bali Provincial Legislative Council, the Bali Provincial Attorney General’s Office, the Denpasar District Court, the Bali Election Commission (KPU), the Bali Election Supervisory Agency (Bawaslu), and the Denpasar City Government. Additionally present were the Bali Provincial Office of the Ministry of Law, the Bali Provincial Office of the Ministry of Human Rights, the Bali Provincial Office of the Directorate General of Corrections, and the Bali Provincial Office of the Directorate General of Immigration. Also present at this event were the First Vice Dean, the Second Vice Dean, the Coordinator of the Bachelor of Law Program, the Coordinator of the Doctor of Law Program, the Coordinator of the UPIKS, and the Heads of Departments within the Faculty of Law, Udayana University. It was also attended by academics and students from the Faculty of Law, Udayana University, and invited lecturers and students from law faculties at all universities in Bali.
